Road construction is consistently the most under-budgeted infrastructure item in Kenya. Property developers, farm owners, and county government project managers routinely allocate 40–60% less than the true cost, then find themselves with an unfinished road or a contractor cutting corners to stay within budget. Clearing bush and removing tree stumps costs KES 80,000–200,000 per kilometre depending on vegetation density. Dense bush or forest terrain can push this to KES 400,000/km. Most budgets simply omit this line item entirely.
Formation grading (cutting high spots, filling low spots, compacting) runs KES 350–600 per m². For a 6-metre-wide road, that's KES 2.1–3.6 million per kilometre before any surfacing material is applied.
A 200mm compacted murram layer (the minimum for a durable rural road) adds KES 800–1,400 per m². Per kilometre of 6m-wide road: KES 4.8–8.4 million. The cost of murram varies enormously by distance from the quarry — sites more than 30km from a good murram source can see haulage double the material cost.
A road without drainage is not a road — it's a mud channel waiting to happen. Concrete-lined side drains cost KES 2,200–3,500 per metre run. Box culverts at river crossings run KES 18,000–35,000 per metre run. For a 1km road with 2 culvert crossings (10m total), budget at least KES 6–10 million in drainage alone.
Equipment mobilization (grader, vibro-roller, water bowser) typically adds 8–15% to the base construction cost. For remote sites, this can reach 20%.

Anyone quoting you KES 5 million for this road is either planning to cut the murram depth in half or skip the drainage entirely. Both outcomes leave you with a road that fails in the first long rains season.
